This chapter presents evaluation of the European Union socio-economic development program implementation called the Lisbon Strategy with regard to innovativeness of the Polish economy. The first part of the article focuses on the establishment of the Strategy while the second part reviews the extent of its implementation in Poland in comparison with the EU. What has been used to support the research is the ranking of the Lisbon Strategy implementation degree as well as number of single measures like the investment level in R & D, the implementation of innovation in small and medium enterprises, the number of people with higher education and the share of high-tech products in the country export. The research was completed by the analyses of the economy innovativeness index (Summary Innovation Index). The results suggest that the degree of the Lisbon Strategy implementation in Poland is far from expected.
Realizacja strategii lizbońskiej w Polsce w obszarze innowacyjności
Przedstawiono ocenę realizacji społeczno-gospodarczego programu rozwoju Unii Europejskiej – strategii lizbońskiej – w zakresie innowacyjności polskiej gospodarki. W pierwszej części zaprezentowano założenia strategii, natomiast w drugiej oceniono stopień jej realizacji w Polsce na tle UE. W badaniach wykorzystano ranking stopnia realizacji strategii lizbońskiej oraz wiele mierników prostych, takich jak na przykład relację nakładów na B + R do PKB, wprowadzanie innowacji przez małe i średnie przedsiębiorstwa, odsetek osób z wykształceniem wyższym i udział produktów wysokiej techniki w eksporcie. Badania uzupełniono analizą wskaźnika innowacyjności gospodarek (Summary Innovation Index). Z badań tych wynika, że stopień realizacji strategii lizbońskiej w Polsce jest daleki od pożądanego.
