Streszczenie
W jednostkach samorządu terytorialnego obecnie coraz większy nacisk kładzie się na wykorzystanie nowoczesnych metod zarządzania, które przyczynią się do wzrostu efektywności jego funkcjonowania. Celem artykułu jest próba przedstawienia możliwości wykorzystania benchmarkingu w jednostkach samorządu terytorialnego. Przedmiotem niniejszego opracowania jest benchmarking, a podmiotem urząd gminy, powiatu. Treść i układ niniejszego opracowania zostały podporządkowane jego celowi. W pierwszej części omówiono zasady efektywnego zarządzania w jednostkach samorządu terytorialnego, przedstawiane w literaturze przedmiotu. Druga część artykułu przedstawia istotę benchmarkingu jako narzędzia uławiającego efektywne zarządzanie jednostkami samorządu terytorialnego. Ostatnia część zawiera przykład wykorzystania benchmarkingu przez jednostki samorządu terytorialnego. W niniejszym opracowaniu wykorzystano metodę analizy i krytyki piśmiennictwa oraz metodę badań dokumentów.
BENCHMARKING IN LOCAL GOVERNMENT UNITS
Summary
The local government units currently place an increasingly greater emphasis on the use of modern management methods that will increase the efficiency of its operation. The purpose of this article is an attempt to present the possibilities of using benchmarking in local government units. The subject of this study is benchmarking and the object is the municipal office. The content and layout of this paper has been tailored to its goal. The first part discusses the principles of effective management in local government units, reported in the literature. The second part of the paper presents the essence of benchmarking as a tool for effective management in local government units. The last part contains an example of the use of benchmarking for local government units. In this study, the authors used the method of critical literature review and the document analysis method.
