Referat składa się ze wstępu, trzech rozdziałów i zakończenia. We wstępie przedstawione zostało pojęcie systemu ubezpieczeń społecznych . Pierwszy rozdział prezentuje metody finansowania systemu ubezpieczeń społecznych. Kolejny rozdział charakteryzuje pojęcie efektywności. W ostatnim rozdziale przedstawione zostały mierniki efektywności w systemie ubezpieczeń społecznych w Polsce i w Niemczech. W zakończeniu przedstawione zostały wnioski z zaprezentowanego materiału.

Summary
The report consists of an introduction, three chapters and a conclusion. The notion of the system of national insurance schemes was introduced in the introduction. The first chapter presents the methods of funding the system of national insurance schemes. Next chapter defines the concept of efficiency. Its measures in case of the national insurance systems in Poland and Germany were introduced in the last chapter. Conclusions were presented at the end of the paper.
