Streszczenie:
W pierwszej części artykułu omówiono znaczenie przedsiębiorczości, której instytucjonalnym wymiarem jest powstawanie i rozwój małych i średnich przedsiębiorstw. Wskazano również podejmowane przez przedsiębiorstwa funkcje, które wpływają na konkurencyjność gospodarki oraz pobudzają jej wzrost. W kolejnej części artykułu opisano działania samorządu wspierające rozwój przedsiębiorczości. Zwrócono uwagę, że szans dla rozwoju przedsiębiorczości w danych regionach kraju i dla kreowania rozwoju regionalnego opartego na przedsiębiorczości należy upatrywać w odpowiednio prowadzonej polityce władz lokalnych i regionalnych, szczególnie w odniesieniu do małych i średnich przedsiębiorstw. W ostatniej części artykułu opisano podejmowane przez władze miasta Suwałk działania, które są ukierunkowane na rozwój gospodarczy miasta i wspieranie rozwoju przedsiębiorczości. Wskazano inicjatywy, których celem jest wspieranie powstawania nowych i rozwoju już istniejących przedsiębiorstw. Powyższe inicjatywy zostały opisane w podziale na trzy grupy: zachęty inwestycyjne, ulgi podatkowe dla przedsiębiorców, inwestycje w infrastrukturę techniczną.

THE ROLE OF THE REGIONAL GOVERNMENT IN THE DEVELOPMENT OF ENTREPRENEURSHIP ON THE EXAMPLE OF THE CITY OF SUWALKI

Abstract:
In the first part of the article the importance of entrepreneurship has been discussed, whose institutional dimension is the creation and development of small and medium-sized enterprises. The article also identifies the features which affect the competitiveness of the economy and stimulate its growth provided that they are recognised by companies. The next section describes the actions of local government which support the development of entrepreneurship. It was noted that the policies of regional and local authorities are responsible for creating the opportunities for the development of entrepreneurship in the regions of the country particularly in relation to small and medium-sized enterprises. The last part of the article describes the actions taken by the local authorities of the city of Suwalki, which are focused on the economic development of the city and  upport the development of entrepreneurship. There are some initiatives, whose aim is to encourage the creation of new businesses and the development of existing ones. These initiatives are described in three groups: investment incentives, tax relives for businesses, and investments in technical infrastructure.
