Summary
Financial innovations are challenging the XXI century. It is therefore necessary to emphasize their important role in the activities of entities in the financial markets with particular emphasis on the banking sector. The use of modern instruments that are offered on the market to local self-government gives to possibility to manage the funds which are available. Due to the fact that local governments are specific organizations, financial markets offer tailored to their needs instruments.
The study attempts to identify, analyzed and explore the possibilities offered by the implications of financial market instruments directed to local self-government units. The nature of cognitive development is to better con-tribute to use opportunities by local self-government through the offer of financial market instruments.

Streszczenie
Innowacje finansowe są wyzwaniem XXI wieku. Z tego względu należy wyraźnie podkreślić ich znaczącą role w działalności podmiotów na rynkach finansowych ze szczególnym uwzględnieniem sektora bankowego. Wykorzystanie nowoczesnych instrumentów, które stosowane są na rynku daje jednostkom samorządu terytorialnego możliwość zarządzania środkami finansowymi będącymi w dyspozycji. Ze względu na fakt, ze jednostki samorządu terytorialnego są szczególnymi organizacjami, rynki finansowe oferują dopasowane do ich potrzeb instrumenty.
W opracowaniu podjęto próbę identyfikacji, analizy i zbadania możliwości implikacji oferowanych przez rynek finansowy instrumentów skierowanych do jednostek samorządu terytorialnego. Charakter poznawczy opracowania ma się przyczynić do lepszego wykorzystania przez jednostki samorządu terytorialnego możliwości jakie poprzez oferowane instrumenty daje rynek finansowy.
